History
Kolasib District is 5th of the 11 districts of Mizoram State in India. The geographical location of Kolasib District is: 24°13’25.97″N, 92°40’43.28″E. The district is bounded on the North and Northwest by Hailakandi District of Assam State, on the West by Mamit District, on the South and East by Aizawl District and on the Northeast by Cachar District of Assam State. The district occupies an area of 1382.51 km². Kolasib town is the administrative headquarters of the district.
Kolasib District was under the guidance of Additional District Magistrate (Judicial) and accommodated at the premises of the Deputy Commissioner’s Office, Kolasib till 2008. However, upon completion of the District Court building at Venglai, Kolasib, it was shifted to the present building on 31st October, 2008.
Fast Track Court, Kolasib was inaugurated by Hon’ble Mr. Justice Michael Zothankhuma, Judge, Gauhati High Court on 2nd November, 2016.
Residential Quarters : In concurrence of the Administrative Approval for Acquisition of land for the construction of Judicial Officers and Staff Quarters, a plot of land is acquired and Residential Quarters as approved as per Award No. 4 of 2010 at Vengthar, Kolasib with a total area of 2008.40 Sq. m / 21610.38 Sq. ft / 1.5 Bighas. The location of Judicial quarters presently known as Vengthar has been given new name called ‘Khuangpuilam.’
Family Court : In concurrence with The Mizoram Gazette Extra Ordinary Vol – XXXIX Aizawl, Tuesday 23.3.2010 Chaitra 2, S.E. 1932, Issue No. 77, Family Courts is established at Aizawl, Lunglei, Kolasib and Champhai with immediate effect. It is decided to construct Family Court building at the vacant land to the adjacent of the existing Court building.
Computer (ICT) Room And Judicial Service Centre : Server Room and Judicial Service Centre has been seamlessly functioning since 17.7.2009 and it is manned with one Systems Assistant under eCourts Project.
District Legal Services Authority : The District Legal Services Authority, Kolasib was established on 2011 with a staff strength of 3 (Three) and is accommodated in the present District Court building. Lok Adalat was set up at the District level and there are presently 6 (Six) conciliators including the Presiding officer-cum-Secretary, District Legal Services Authority, Kolasib. The incumbent Secretary, DLSA is Smt. Cacy Malsawmtluangi Ralte and there are three empanelled Legal Aid Counsels for both civil and criminal cases, namely K. Zomuanpuia, Advocate, Nicholas Lalremmawia Advocate and Lalrinmawii Advocate.
LADCS: Legal Aid Defence Counsel Scheme has been functioning since April, 2023 comprising of Chief Legal Aid Defence Counsel – Laldampuii Pachuau and a Staff strength of one Office Assistant, one Data Entry Operator & one Peon.
Juvenile Justice Board : Juvenile Justice Board, Kolasib District consists of the Principal Magistrate and other two Board Members. Smt. Lallawmkimi, Civil Judge –cum- Judicial Magistrate First Class is the incumbent Principal Magistrate. Smt. Lizzy Lalchhuankimi and Smt. R. Lalhmunliani are other members of the Board.
There is one Legal-cum-Probation Officer and a Counsellor and other two Social outreach workers. No separate Court room for dealing with the alleged juvenile in conflict-with-law. Board sitting is held at the Office of District Child Protection Society (DCPS) at Venglai, Kolasib usually twice in a month but depends on the number of cases received by the Board.
